this isnt a new bug but im just getting around to reporting it.. when you have a app that loads at the start of windows the app gets moved to the correct monitor but it doesnt get placed in the right sport per the rules i have set, "size and move windows to the right side of the monitor." i have a TON of stuff that loads at windows start so im not sure if that will effect your testing of the bug or not ie. dont test with a bare windows start with only one app loading

this does function properly if i was just to start said app in the middle of a 'windows session'.. i think there is just some order to when which app is loaded at start and it doesnt get caught to apply the prefs on it..
