Firefox -> make window small, than a little larger

That's actually by design. When the window is small enough that the TitleBar Buttons would overlap the menus at the top, DisplayFusion removes them. I realize it looks like there should be enough room there, but they have a bit of padding on either side as well that has to be accounted for.
Please let me know if you have any other questions at all.

On Chrome it works a bit better than on Firefox, but I see on Firefox u need to wider the window a bit more before it comes back.
