Suggestion for Windows 8.1 users:

Implement an selectable advanced option that makes the Charms Bar available on all monitors.
ASUS home built Pc on Windows 10 x64 Pro with 3 Dell U2719D monitors. Dell XPS 8940SE on Windows 11x64 Pro with 2 Dell U2719D monitors.

To clarify, do you want it to show the Charms bar on all monitors, or just the "current" monitor when you press Win + C?

On the current monitor. Win+C and also when moving the cursor to the lower/upper right corner of the current monitor. If the Task bar is vertical on the right side, the Charms bar should appear when the cursor is at the lower/upper right corner.
