I don't know for sure at what version this started, but I have to disable DF multi-monitor task bars for my Win10 system to allow me to control my mouse properly. Definitely looks like some kind of resource conflict.

How should we diagnose this so we can get a fix in place?

Currently running DF 10.1.2
