Ok the beahvior isnt as simple as I thoguht..
I quit most of my desktop applications just to reduce the noise and kept only a few things running.

With logging off
Save window positions and then move notepadm, doublecmd windows and keepassxc windows
Try to restore positions doublecmd none go back.
tried focussin each window and desktop no actitive.
Started typing in notepad (for these notes) and teh keepass and doublecmd window moved back but not at same time.
Tried again, save positions move 3 windows and restore this time keepass and doublecmd restored notepad didnt restore till a about a minute later while i was typing in the notepad window.
I did it once again and this time the notepad window never restored position but keepass and doublecmd did.
On this repeat i noticed the save windows popup did not appear if the notepad window was focussed when i ran it.
WHen i focussed the desktop the save windows popup did appear
This time i moved the 3 windows and keepass and notepad restored position straight away but doublecmd did not waited about 2 minutes while typing notes here focused all windos and desktop the doublecmd was not restored i then made notes and clicked on the desktop and double cmd window to focus and it then jumped back to position.

Enabled logging L1
Saved windows with notepad window focussed saw popup.
Restored window keepassxc and doublecmd window restored but notepad did not.
Focussed desktop keepassxc double cmd and notepad and notepad still did not restore position.
Saved these notes clicke around focus on all window and desktop and waited another 2 minutes then notepad restored.

I have attached this trace and it seems it might be of value.

I will try 11.0.5-Beta1 now.

Since the update it no long restores Double Commander v1.1.21 gamma application.
I have been using DisplayFusion v10 for a year plus and never had this problem.
This is the file manager app I mean https://github.com/doublecmd/doublecmd/

I have had "Save Window Positions" mapped to `shift+ctrl+win Home` for years.
I have had "Restore Window Positions From Last Save" mapped to `shift+ctrl+win End` for years.

I manually save and manually restore my positions periodically so I can restore locations if windows fowls up after windows have been through power saving periods.

It's almost the only reason I use DisplayFusion"

It restores a bunch of other applicatoin windows just fine.
I thought it wasn't restoring Firefox Windows as well but it can just take minutes before the Firefox Window is snapped back which is also very odd.

I am on Windows 10 up to date with patches a Nvidia graphics card with recent drivers (a month or so old).
This was working prior to update to v11 of DisplayFusion a few days ago.
