I have never noticed it occurring when a background is loaded. In fact, that's how I clear it; tell the program to cycle the background image. I have three monitors. Recently, my background have started appearing like the attached screenshot. All three monitors, all three backgrounds, no matter what the picture, will look like this. If I manually cycle them, it'll go away. I have no idea what triggers it; it's been seemingly random so far.
