I have rolled back to 12.0.2 and it is working again. However, it didn't restore positions until I resaved the profile. So, saving must be the problem rather than execution. However, I tried a different combination of keys and it now works.
I am happy to have made a fool of myself just to have it work for me!
I have lost count of the number of years I have been trying.
CTRL WIN ALT 1 works for me now. I must just have been unlucky with my previous choices.
