There isn't a docking feature that would do all that, but you can do most of it.<br/>
<br/>
On the Settings > Functions tab, assign key combinations to the "Move Window to Different Monitor" and "Toggle Window Always on Top" functions. You can run the first one on the chat window (make sure to click the "Maximize" option before selecting the split), which will move it to the split and maximize it. You can then run the second one to make it always on top. Unfortunately there isn't a way to keep it from hiding when doing a Win + D.<br/>

I used to do this with AquaSnap but that software keeps crashing, and had to give up on it.<br/>
