Edit: So something I just thought of, I have the DisplayFusion task bar showing on all monitors, including my main monitor. After I set "Show on All Monitors" to the default value, it got rid of the resizing issue. Didn't think to try that, but no actually it works correctly with DF closed. I can have a couple different windows, Chrome/Firefox/Foobar each maximized over the other, and after turning on a display all of those windows will have borders. The same thing actually happens when turning off a monitor, where the border will show, but after DF finishes adjusting, the borders go away no problem. <br/>
<br/>
Another thing I just noticed, after turning on the second monitor and a program shows borders, clicking the program in the taskbar to minimize it, then clicking again to bring it back up will get rid of the borders.
