I've imported your settings and tested this out, and it seems to be working fine for me. In your settings, the "animals" tag is excluded. If I do a search, I don't see any images of animals, and if I remove that tag from the exclusions, I get some images of lions and whatnot. I am using DisplayFusion 8.0b4 and utilize the random wallpaper functionality fairly heavily. I've started using the tags to try and filter out some of the categories of wallpapers and it does not seem to work. Additionally it is unclear in the UI if we choose a "parent" tag in the hierarchy if all the children are also filtered out. If you need any additional info, let me know.
