You can see these angled lines in window's title bars as well. My DT background is a full screen (1680 x 1050) image of the Nissan GT-R driving in the rain along a curved road. For some reason, the taskbar, with it's transparency, is showing part of the white line through it perfectly fine, but is also showing *another white line* that seems not only magnified but also angled differently.

It seems that line is there all the time - even when I don't use a background. It was just eerily close to the white painted line from the road and I thought it was some weird effect.
