FWIW, I just learned that the newest version of WhatsApp is a Windows Store app now and doesn't support minimizing to the tray, even using the third-party apps originally designed to do that. Wanted to add that this issue is exactly the same with Amazon Alexa on Win11.
If you try to minimize to Tray it just bounces back to the full window.

Hope this will be a generic fix as the most important windows that I feel people would want to minimize to the tray are the ones that currently refuse to do so.
