Maybe the help text for this setting could be more clear that you must not use quotes. Yes, without restart it won't change anything.
Clock text doesn't require restart, clock text size and color does.

I'm trying to change the "Clock Text Colour" setting but it won't take the R and B values into account. For example: setting "0, 150, 0" has the same effect as "100, 150, 0" and "200, 150, 10", effectively only enabling shades of green to be set. Presence of spaces between the numbers doesn't change the behavior.
