That will of course force the app/program to open on the screen that you click the shortcut (it does on my machine) but at least you will have the option of which screen you want the app to open.

Click on the Taskbar tab then change the dropdown under Taskbar Mode from All taskbars show relevant windows to All Taskbars Show all Windows then click OK.
