But it appears to have been a Windows issue. I uninstalled DF and then found similar, but not identical issues without DF running. I'm sorry, I gave you the wrong path. Here's where you'll want to go:
open up Display Fusion settings > Triggers > Add > Set the event to window created > set Process Filename to all applications > Click "Add" under the actions pane, and select "Move window to mouse cursor monitor"

I've never had this issue before but it cropped up today after I had to make some changes to the cables connecting my two monitors. When I start Chrome it loads in the wrong window. Without display fusion it correctly loads in monitor 2, but with DF loaded, Chrome appears to load (correctly) in monitor 2, but only for a millisecond and then it jumps to monitor 2 (incorect!). My other programs appear to work correctly. Also normally when a web site asks me to open or save a file, windows explorer opens in the same window, but simualarly WE opens for a millisecond in the same monitor and window, then jumps to the other monitor. (Monitor 1 is primary) ]]>
