Small update, in case this discussion ends up the result of a Google search...<br/>

It's definitely AppLocker as we all assume.  A number of searches finally led me to look into Windows event viewer, specifically at:<br/>

Which in turn took me to some possible fixing steps, at <a href="http://justforadmins.blogspot.com/2016/09/fixed-windows-10-start-button-does-not.html" target="_blank" rel="nofollow"><b>http://justforadmins.blogspot.com/2016/09/fixed-windows-10-start-button-does-not.html</b></a>.  <br/>
<br/>
Some combination of creating the default rules (gpedit.msc &gt; <div class="Inline"><pre>Local Computer Policy &gt; Computer Configuration &gt; Windows Settings &gt; Security Settings &gt; Application Control Policies &gt; AppLocker &gt; Packaged app Rules</pre></div> &gt; right-click &gt; Create Default Rules alongside starting and stopping <div class="Inline"><pre>appidsvc</pre></div> and <div class="Inline"><pre>gpupdate /force</pre></div> seems to have mostly fixed the problem.  I say mostly because Clock, VPN, and all of settings work.  Just not CALC for some reason - argh!

I'm pretty well versed, when it comes to Windows. The biggest clue is the error message, which explicitly states that the app has been blocked by your system administrator.<br/>
<br/>
I'm going to guess that completely quitting displayfusion, and then trying to open an app will still give you the same error. If it does, then you can tell them it is definitely NOT DisplayFusion.<br/>

I have a decent bit of experience with windows XP, all the way up to windows 10, including<br/>
<br/>
XP Home.Pro<br/>
Vista Home<br/>
7 Home/Pro/Ultimate<br/>
8/8.1 Home/pro<br/>
10 home/pro.<br/>
<br/>
I'm almost 100% sure that quitting, or even uninstalling DisplayFusion will make no difference, and you will still get this error, until they fix the AppLocker

If you really do believe that DisplayFusion is the culprit, you can try completely exiting DF, and then try to run the app again. If the app fails to load after that, DF is definitely not the cause. Good luck!
