If you create a monitor split, you can also check off the taskbar option, so you have a taskbar per split. I believe this is what your looking for, although there is no way to do it without splitting your full monitor.

I am using a ultrawide Monitor at home and would be happy to have an option to split my taskbar so that the apps running on the left side are in this bar and the others running on the rigth side in the other split-part of the taskbar.
