I didn't know there were two places to adjust scaling.<br/>
1. In Display Settings for each monitor (I had set to 100%)<br/>
2. In Advanced Display Settings for the entire system (Was set to 125%)<br/>
<br/>
I changed #2 to 100% and have not seen the mouse jumping problem since.<br/>
