EDIT: I had a thought after I posted this, the game requires Rockstar Launcher for DRM reasons, I also set this to prevent deactivation and now it works as needed

We have a function called "Prevent Window Deactivation". If you assign that to a key combination, and press it while in game, you should be able to alt tab without minimizing it.

While I playing GTA 5 on my secondary screen, when I use the ALT + Tab combination, the game minimizes.
