As you can see in the attached picture, when my cursor is at the top of the screen on a maximized window of Chrome, it wants me to drag. The issue here is that usually when you go to the top of a Chrome window like that and click it will open up the tab you are on. I instinctually click near the top to click on a tab but it doesn't open that tab.<br/>

Any fix for this?
