Is there any way that I can customise the Alt+Tab Handler to always appear on a certain monitor?

Also, is it possible to move the location of the Windows 10 'notifications toast', preferably to a certain monitor?

The reason I need to do this is that I want to have my middle display as my 'primary' display in windows so that games etc will open on the monitor, and G-Sync will work with the monitor. However, I would like to have my taskbar and 'windows' functionality on the right monitor.
