Not sure if this helps, but before you suggested moving the taskbar to the bottom, occasionally when moving windows across the taskbar, the windows would appear behind the taskbar, as they should. I couldn't reproduce it reliably. I tried dragging different programs, topmost windows, 'underneath' windows, to/from different monitors, maximized/non-maximized windows. I couldn't reproduce it reliably one way or another.

Multi-Monitor Taskbars: Enabled
Taskbar mode: All taskbars show relevant windows
DisplayFusion Pro 9.5
Win10 Enterprise, 64-bit

When I drag an open window and position it so that it covers the taskbar, the taskbar is covered while dragging. If I release the window after dragging so that the window remains over the taskbar, the taskbar remains covered.

This only occurs for the DF taskbars on my 2nd and 3rd monitors. The main Windows taskbar does not behave this way. When I drag a window over the Windows taskbar, the Windows taskbar remains on top, while the dragging window passes behind it.

This only started after I upgraded to Win10 from Win7. I've searched the forums, but I haven't been able to find a solution yet. Please help?
