I uninstalled display fusion and reinstalled it and the appears to have gone away. Fingers crossed...

It could definitely be another software package causing it then. The root bug is a Windows 10 bug where applications that use topmost calls (a valid Win32 API call), can trigger this to happen. The interesting thing is, that computer is not running DisplayFusion. It recently went through a Windows update, then the problem started. I just confirmed that my computer and the work computer have the same version of Windows 10.
