Fences 4 can bring Fences to the top of the Z-order (in Windows 11).

Maybe their developers can shed some light about how they were able to do that with what changed in Windows 11 and you can override that keyboard shortcut. From what we can tell we're doing everything right with the taskbars to make Windows ignore them when doing Show Desktop, but it still happens
