Just in case anyone else comes across this thread looking for the answer:
  • Right-click the Windows taskbar, make sure "Lock the taskbar" is disabled
  • Left-click and drag the Windows taskbar to the bottom of the monitor you want it to be on
  • The DisplayFusion taskbar should then automatically move to the other monitor
