It seems to be limited to a single corner, and occurs maybe 10% of the time if I'm trying to replicate it. I do not have that enabled. I tried enabling it just to check and the behavior is the same either way.

The setting "Prevent mouse cursor from sticking in Sticky Corners" may have something to do with it. Here it is.
Not sure it can be seen very clearly when you don't see my hand on the mouse but I was only moving it back and forth and I can see the cursor jumping back and sticking in place a few times.
