I have tried your last two beta's (latest 3.1.7.106 Beta) and both show the same problem. My 'Move Window Left' hotkey no longer works but my 'Move Window Right' does. I went back to v3.1.7 and it works as expected.

My key setup is as follows...

Name: Move window left
Keys: Ctrl ~
Action: Move window to previous monitor and size proportionally

Name: Move window right
Keys: Ctrl !
Action: Move window to next monitor and size proportionally
