Partially. Mostly it works. I just had the issue with Microsoft Teams. I also have NetMeter window staying always top-most and whenever I play a video in PotPlayer, it's window also stays top-most.

Why vertical taskbars act differently then horizontal?

I got a sensible suggestion in one of the forums:
"When the situation with windows on top arises again ,,,....,,, start quitting/killing all tools. Be sensitive when it will STOP happening. This way I've caught Remote Desktop and Team Viewer when they were doing their strange side effects."

I will do just that.

Main screen right: W taskbar -> Right vertical
Secondary Left: DF taskbar -> Left vertical
(so I have no taskars on the monitor junction sides)

Sometime a window stay back even if active...
... I take it from secondary and slide it on main ...
... just to get a surprizing movement behind existing windows in main monitor.
It's fun and don't happens frequently...

B U T

there is no way to bring it in front. Even tried Taskmanager "bring to front option"

(WORKAROUND: you click twice on the taskbar's program icon - one to minimize, the other bring to front)

Ps: to move between monitor I usually drag them or use DF button, discovered last week Double Central Click on titlebar.
