Current Monitor Arrangement:
48" 2:1, 2:2 (primary), 2:3 on top
15" 1:1 centered on bottom (laptop)

1) After startup, Outlook was open on monitor 2, over 2:1 but not maximized there. Dragging it to 1:1 would not make it automatically resize to full screen. Dragging it to 2:2 or 2:3 would maximize. Two other apps had same situation (Explorer and TextPad).

After maximizing Outlook on monitor 1:1, all apps now seem to maximize when dragged to 1:1.

2) No apps tested show the double-offset-window indicator in the upper right of the application bar to indicate that they are maximized when on any partition of monitor 2. They incorrectly show the single-window indicator. All apps indicate correctly on monitor 1.
