I went looking for a window manager to solve this exact problem. It was really frustrating me to have windows open on desktops other than the one my mouse was on. Especially when programs would spawn something like a save as dialog on monitor 2 while the application, the mouse, and my focus are all over on monitor 1. Explorer windows were the most consistently annoying, as Windows will open them on the monitor that it last opened a window on, which may or may not be where I'm currently focused - felt like I was spinning a roulette wheel every time I clicked a shortcut wondering where it would open.

It took me finding this thread, several hours after installing DisplayFusion and not being to find the functionality, before I figured out that it really could do this.

Doing the following will force all new windows to open on the screen that the mouse cursor is on:

• Create a new Window Location rule
• Set the application to: *.*
• Select the "Use Current Monitor" option
• Click OK

In the meantime, you could create a shortcut to Chrome on the DisplayFusion taskbar, and enable the "Force application to start on same monitor as Taskbar" option. More info here: http://www.displayfusion.com/Help/#settings-taskbar-shortcuts

To access this menu, right-click the Taskbar and navigate to Multi-Monitor Taskbar > Shortcuts > Edit Shortcuts.

I'm trying the demo of Display Fusion and really like the taskbar on each window. I have one annoyance that's really bothering me. I like to keep chrome windows open on both screens for different purposes. It seems that when I open a new instance of Chrome, it will choose one screen or the other, but there doesn't seem to be much rhyme or reason to which it opens on. Is there a feature that I'm missing that will look at which screen the cursor is sitting on and open the application on that screen? I use the middle mouse click to open new instances of applications.
