If you create a trigger like the one I've attached below, it should move any opened windows to the monitor your mouse cursor is currently on.

Another thing that happens to me is that when i launch chrome for example from my second monitor, but its already running in my main monitor, new window opens in main monitor, but i read somewhere that's how it works, is it or it should still be launched on second monitor? ]]>
