The default in Windows 8/10 for the Lock Screen timeout is 1 minute (this is a default set by Windows). You can set it to whatever you like, I have mine set at 15 minutes. This timeout differs from the screen saver timeout, and the regular monitor/system sleep timeouts. It's a bit confusing, but I assume that they added that in so that you can have your monitors sleep right away after locking the workstation, since they assume that you will probably be leaving the computer for a bit anyways.

maybe something like this?

i am not having an issue where when i lock my desktop the monitors go to sleep very quickly(i think within a min or so) instead of the screensaver going on at 10min and then monitors going to sleep at 20min.
