On the Settings > Window Location tab, try creating a rule for Evernote that runs the "Toggle Always on Top" Function, and set the mode to "All Windows."

I use Evernote Sticky Notes and I would like to have them always on top after each restart of the machine. I found the customizable keyboard short cut, but I need to do that on each restart.
Is there a way to set the "always on top" funtion permanently for a program?
