If the skype windows on monitor 1 are different from monitor 2, you could create a trigger that sets the size and position based on the window text, but there isn't a way to consistenly update the size and positioning based on the last opened window.

If any Skype window is open on Monitor 1, set the size.
If any Skype window is moved to Mon 2 set the size and position on Mon2.
If they are resized, keep the resize.
When a resized skype window is closed, apply the same rule as a new Skype window.

Trying now..
Window Focused, Always, C:\Program Files (x86)\Microsoft\Skype for Desktop\Skype.exe
Move windows to Specific Size and Location.

How can I make the rule to make Skpe stick to a position on Monitor 2..?
