I went to restart after posting and my machine immediately started to install OS updates. I know that pending updates have caused weirdness in many areas for me before, so it is probably outside of DFs control.

I'm now getting the correct identifiers and my icons are back on the correct screen. Note for future time travelers: check your Windows Update and see if there are updates pending!

This is the first time I've seen this, so I'm not sure how to reproduce... I haven't restarted my machine yet, so it may yet go away but I wanted to post this as it did happen and may happen again?

My main monitor (laptop screen) should always be monitor #1. According to Windows it is, but DF has it as #3. All 3 of the monitors are out of order according to DF. This moves my desktop shortcuts to the wrong monitor and makes my taskbar dimensions strange (since the laptop screen is 4k and scaled differently).

I have 3 monitor configurations in DF:

single screen laptop
3 screens for Work
3 screens for Home

Switching monitor configurations didn't help.
