It's definitely possible that there can be a .NET Framework issue. Windows 8 comes with the .NET Framework 4, but since you upgraded from Windows 7, it's probably also got .NET 3.5 installed. This shouldn't be an issue, but you can try repairing the .NET Framework using the instructions in the article below (it's for Vista, but should work in Win 7 and 8 as well).<br/>

Are you aware of any fixes to .NET installation that would help. If I understand correctly, one can have only one .NET version and if none are installed, the application will prompt for installation.
