There aren't any Windows APIs for it. The other monitors are clearly on and active, since you can see your cursor on them (even a custom cursor). The OS is mapping cursor movement and outputting display data to those screens.

What is it about they way it's set up that prevents this from being possible?

This was so easy to do in XP with registry edit as shown here,

for XP
hkey_users\.default\control panel\desktop
tilewallpaper = 1
wallpaper = whatever.bmp

So the only question is how can you accomplish this in Windows 7?

Here is the Windows 7 log on screen. You can clearly see my mouse on the secondary monitor. The lock screen looks and acts identical. ]]>
