<title>Disable taskbar on one of three monitors?</title>

I used to use the "other" program, and it allowed me to control which monitor got a taskbar and which didn't.  <br/>
<br/>
My issue is that my third monitor is also my LCD TV.  99% of the time it is on TV mode.  The problem is that sometimes applications randomly go there and I can't see them.  With the other program I could still see the icon because the TV didn't have a taskbar enabled; and then I was able to move the app to another monitor without switching the TV to the PC input.<br/>
<br/>
Is there any way to accomplish:  a) disabling a task bar on a selected monitor and b) move an app from one monitor to another by right clicking on its taskbar icon?<br/>
