If it's the DisplayFusion taskbar, you can disable this behaviour on the Settings > Taskbar tab. Just disable the "Show taskbar in front of full screen applications when they lose focus" option.

Unfortunately it's not possible to disable that behaviour for the Windows taskbar though.
