It's related to the taskbar being on the non-primary monitor, so even if you exit DisplayFusion, then move the Windows taskbar over to the non-primary monitor, Steam does the weird maximizing thing. It happens with other applications that create AppBars on the non-primary monitor as well

I'm going to follow-up with the Steam support folks again and see if they've been able to investigate this issue. In my previous requests to them, I did provide complete steps on how to reproduce it, including installing DisplayFusion, or moving the Windows taskbar, so they should hopefully be able to reproduce it there.

I just found out by coincidence that it only occurs when displayfusion is running. When it's not running it correctly resizes to the secondary monitor resolution. Now I'm sure steam is maximizing in a non-standard way, but it's now obvious why the steam engineers can't reproduce the problem; they aren't running displayfusion. Unfortunately, it's actually a bug in Steam. For some reason, Steam always maximizes to the position and size of the primary monitor, even when it's on a secondary monitor.

I've submitted a ticket to Valve about it, so hopefully they'll be able to fix it up in a future release

My bug is this: I have my taskbar positioned vertically on the left side of my screen. When I open Steam and some other programs, the window, when maximized, is positioned incorrectly behind the taskbar but there is the correct amount of space on the right side of the window. But only on my second monitor.
