Notifications are disabled, its not the balloon directly, and this only started happening recently, and it is not at all the balloon noise,  it sounds like a laser or warning noise, nothing I have EVER heard from windows.<br/>

And you absolutely have control over notifications, don't cop out on that- it's all app defined- but these are not that, my notifications are gone when I trigger the next wall paper but pausing/unpausing still make a jarring terrible noise.
