KB4494441 got pushed to my Win10 machine today.<br/>
I've had this problem as it appeared on the video for quite a while now and strangely its behavior changed after today's update. <br/>
I don't know if there is correlation, but it "half-works" now.<br/>
<br/>
The start menu isn't completely cut off anymore and moved to the bottom, but is only getting cut at the left side.<br/>
<br/>
I've attached an image to reflect on what has changed.<br/>
