everything i tested, another example is media player classic, play in full screen mode initially it goes over the taskbar but if i click on my other monitor like the desktop or anywhere the taskbar goes over the video window, all full screen apps goes over the taskbar at first untill you click something on the other monitor causing it to bring the taskbar to the top where it should stay under even if you use the other monitor.

im using windows 7 64bit if that matters, i havent tested it on other os's yet.
