It happens even with DF off when I placing any active window on the second monitor and moving it. So it's normal work for nvidia driver.

It means that GPU core waking up from energy efficient state and then go back.

It happens only if displayfusion launched. After unloading displayfusion from memory core clock chart becomes flat
