Unfortunately, my motherboard died a painful, screaming death late last week. New computer is on order and I'll be moving the hard drive over as-is. It will be interesting to see if I still have mouse problems with the new system as it may have been a hardware issue. Another interesting tidbit, before the system died I noticed that hitting the keyboard's Windows key twice caused the mouse to work perfectly for an indeterminate amount of time. No difference between native Windows mouse driver and Logitech's mouse driver with their Setpoint software.

Just verified that this problem only seems to occur in the web browsers mentioned above. Back and forward buttons work fine in Eclipse IDE, Windows Explorer, and Steam.
