I tested it out on my system, and it looks like I was able to reproduce the issue on my end too using the "Fixed Window" setting. It seems like that setting is forcing the window to be just short of the full monitor resolution, so I don't think there's much we can do here.

For a bit of a work around though, you can add the game in as a compatibility setting within DisplayFusion, and check off "Disable DisplayFusion taskbars while this application is running".

You know though im starting to wonder if this is just an Eve Online thing as if you put it to full screen the bar dissappears and I can see the whole game screen. If you open up the DisplayFusion settings window and head to the compatibility tab, can you add in the game and check off "Force DisplayFusion to treat this as a full screen application" and see if the issue persists?
