Yep, sounds about right!

This is a Windows 10 bug caused by any program that sets windows as "topmost," as we have to do for certain features like our taskbars and Titlebar Buttons. We're at the mercy of Microsoft fixing the underlying issue, but there are a couple of workarounds at the moment. Either one should resolve the issue:

Set all taskbars to the bottom position

Enable the Advanced Setting shown in the attached screenshot and restart DisplayFusion (this Advanced Setting is only available in the latest DisplayFusion 8.0 Beta versions, available here: https://www.displayfusion.com/Download/Beta)

Thanks!

After some time Chrome seems to develop this condition where it won't come to the foreground but sits behind other apps even if I click it, why I think it's related to DisplayFusion is because when I use non Windows taskbar (rather one created by DP on another monitor) to minimize and maximize Chrome it becomes top most window again, also if I close DP the bug fixes itself and I can just click Chrome and it becomes top most window like it should. Is this a known bug of DP or is it Chrome-related?
