I was able to reproduce the issue with the same setup as yours and have added it to our list to fix up.

Hey Keith,

I ran the L1 debug as well for 2 minutes. SO you should have both pre & post debug logs in the file.

Furthermore, another thing that I have notcied is that even though I am using Display Fusion bar, the DPI scaling is not happening properly. For Example: if I click on my extended 1080p screen the show hidden icon, it does not scale it for 1080p. I never bring good news :P.. So I just installed the 9.7 Beta 19 on my system.
So my laptop has built-in 4K monitor and I am attaching a 1080p USB C portable monitor.

The weird behavior I get is when I click the power display, it keeps fluctuating between the main display and secondary. For wireless, it first shows on the primary display than immediately goes to secondary display.
