It doesn't look like that log has anything pointing to that taskbar issue. Unfortunately without being able to reproduce the issue locally, it's pretty tough for us to fix.

Seems by disabling the start menu on the screen that i want to use, seems to fix it... However, when i click start on a seperate screen, the taskbar will show on the full screen video monitor until i close the start menu. I assume this is related.

Sorry not quite sure where i need to go to disable for this? Managed to capture it. Hope it shows in the logs. 10:49am (UK Time - BST)
Interestingly, i had Youtube playing on fullscreen for about 15 minutes at least, i then dragged that chrome tab to a different monitor, changed to fullscreen again and within a minute (maybe less), it flashed up. Not sure if related or just a coincedance?
