Earlier i could enable a fullscreen videowindow from for instance monitor 1, then ctrl + Win +X and it moved to 2 or 3rd (2 clicks obviously) This was Win 7 64bit. Normal maximized windows work just fine. Due to the new mouse trouble I cant move the mouse to the other monitor to run fullscreen there either since the mouse wont go there. I also tested teamviewer without any luck. I checked out the regedit solution for mouse but strangely i did not have that reg entry.Maybe because of my Win10 setup, I do not run the classical Win10 but the builtin tweaker
